Tripartite discuss investments, employment support

(ČIA) Government, trade union and employer representatives discussed on May 25, 2020, assistance to employees and employers, as well as government investments. The Ministry of Labour and Social Affairs presented the priorities of the Antivirus C program, which is focused on employment support. The social partners also expressed their full support for the International Engineering Fair. Negotiations on the valorisation of the special allowance and the allowance for work in a difficult working environment were suspended until the next meeting on June 29, 2020.

 

MPSV expects unemployment to grow to up to 8%

(ČIA) The Ministry of Labour and Social Affairs (MPSV) expects the unemployment rate might rise to up to 8% due to coronavirus. This statement was made by Minister of Labour and Social Affairs Jana Maláčová (ČSSD) on Czech Television’s debate, Otázky Václava Moravce. She added this was a black scenario corresponding to the crisis in 2008-2009. She did not want to estimate if unemployment will jump up in April or if the rise will be gradual.

 

Maláčová: Antivirus to be launched on April 6

(ČIA) The Ministry of Labour and Social Affairs will launch the Antivirus programme for the protection of employment at noon on April 6, 2020. This statement was made by Minister of Labour and Social Affairs Jana Maláčová (ČSSD) on Czech Television’s debate, Otázky Václava Moravce. The programme concerns up to 3.1m employees and 280,000 companies. The state will provide two types of contributions: It will cover 80% of wages to people from closed establishments during the ordered closure up to the amount of CZK 39,000. In case of raw material outages or lower demand, the state will provide 60% of wages up to the amount of CZK 29,000. Support will be calculated from the super-gross wage. Employers will have to pay wages and levies first, and the Labour Office will then reimburse the given part.

ODS: Govt should postpone insurance payments for employees

(ČIA) The government should postpone health and social insurance payments for employees. Businesses must be left with money for net wages. According to ODS deputy chairman Zbyněk Stanjura, the government should begin to compensate for fixed costs for companies that lose profits and sales. He added that in Denmark the government pays 80-100% of fixed costs to companies that have lost their profits by 80-100%, 50% to businesses with a 60-80% drop in profits and 25% to fixed costs if profits drop by 40-60%. ODS called on the government to take this model as a basis for negotiations and to make a decision on how to pay fixed costs so that companies survive and not lose jobs.

Reaction of the Foreign Chambers of Commerce on the Government „Program Antivirus"

(March 26) Many businesses have experienced sharp drops in revenue stemming from drops in demand, shortage of supply, and/or government measure. Clearly delineating the source of the drop in revenue is academic detective work. The important issue is that the drop in revenue has created major cash flow issues inside these companies and compelling companies to cut costs. The concern is that companies will cut employment as result, and that the cumulative effect of lower employment will lead to cycle of lower demand and further job loss.

The Czech government has reacted to this situation with a package of employment support measures targeted at specific causes of revenue loss: quarantine (two programs), government emergency measures, loss of supply due to the coronavirus, and loss of demand for product and service. The government has placed a range of government wage compensation based on the cause.

AMSP: Předložený kurzarbeit je příliš komplikovaný a pro podnikatele zcela nedostačující

(AMSP) Asociace malých a středních podniků a živnostníků ČR (AMSP ČR) považuje navržený model kurzarbeitu za komplikovaný a nepřehledný pro podnikatele. Jde o čas. Požaduje jej proto sjednotit na jeden režim stejný pro všechny. Skutečný příspěvek státu podle předloženého modelu je na úrovni pouhých ca 35 %. AMSP ČR požaduje zvýšení tohoto procenta a převzetí 100 % odvodů za zaměstnance ze strany státu. Horní hranici zastropovat. Spodní hranice je sociálně neúnosná.

V. Dlouhý: Kurzarbeit chce využít 40 procent podniků, postrádají ale informace od vlády

(E15.cz) Z nového bleskového šetření mezi téměř 1400 živnostníky a firmami v Hospodářské komoře podle jejího šéfa Vladimíra Dlouhého mimo jiné vyplývá, že dvě pětiny zaměstnavatelů hodlají využít tzv. kurzarbeit, protože mají významné problémy s odbytem. "Ačkoliv vláda schválila toto opatření už před týdnem, jak a kdy mohou zaměstnavatelé pomoc získat se možná dozvědí teprve dnes, uvedl Dlouhý.

Křetínský: State must eliminate unnecessary unemployment

(ČIA) The state must do its utmost to eliminate unnecessary unemployment and help smaller businesses to overcome a complete loss of income. Entrepreneur Daniel Křetínský also stated in an interview with E15 on the coronavirus pandemic that the second measure is good care for the new unemployed. The third key pillar is to ensure the availability of loans to companies.
