(ČIA) The European Commission (EC) has issued new guidelines on the Greenhouse Gas Emissions Trading Scheme (ETS) after 2021. Based on a review of the previous period, the EC has concluded that due to rising carbon prices, there is a risk that the sectors most exposed to indirect ETS costs will transfer production to less stringent jurisdictions. The new guidelines respond to this trend. At the same time, however, they must ensure that compensation offers are sufficiently limited so as not to unduly distort competition. At the same time, the guidelines maintain incentives under the ETS to cost-effectively decarbonise the economy.
